CPR Supplemental Rules to ICANN's Rules for Uniform Domain Name Dispute Resolution Policy
1. Definitions (ICANN Rule 1)
"CPR" means International Institute for Conflict Prevention & Resolution. "Rules" means ICANN's Rules for Uniform Domain Name Dispute Resolution Policy. "Supplemental Rules" means these CPR Supplemental Rules to ICANN's Rules for Uniform Domain Name Dispute Resolution Policy. Any term defined in the Rules shall have the same meaning in these Supplemental Rules.
2. Scope
Unless otherwise explicitly provided herein, administrative proceedings for the resolution of disputes submitted to CPR shall be governed by the Rules.
3. Communications (ICANN Rule 2)

(B) When a paper submission is to be made to CPR by a Party, it shall be submitted in five (5) sets together with the original of such submission.
4. The Complaint (ICANN Rule 3)
The Complaint shall not exceed ten (10) pages, not including annexed material and exhibits. A Cover Sheet in the form attached hereto as Appendix A shall be affixed to the Complaint. Pursuant to ICANN Rule 19(b), no action shall be taken by CPR on a Complaint until CPR has received from Complainant the initial fee in accordance with ICANN Rule 19(a).
5. The Response (ICANN Rule 5)
The Response shall not exceed ten (10) pages, not including annexed material and exhibits.
6. Appointment of Panel and Timing of Decision (ICANN Rule 6)
CPR shall maintain and publish a publicly available list of panelists and their qualifications at its web site. This list shall be maintained separately from any other list of CPR Neutrals, and shall be designated the "ICANN Panel".
7. Impartiality and Independence (ICANN Rule 7)
Prior to appointment as a Panelist, a candidate shall be required to submit to CPR a declaration of impartiality and independence substantially in the form set forth in Rule 7 of the Rules.
8. Communication Between Parties and the Panel (ICANN Rule 8)
No Party or anyone acting on its behalf may have any direct communication with the Panel. Any Party communicating with CPR shall copy such communication to all Parties.
9. General Powers of the Panel (ICANN Rule 10)
The Panel shall have the authority to determine challenges to its jurisdiction and procedural challenges arising from the Rules or these Supplemental Rules. Challenges to the impartiality, integrity or independence of a Panelist shall be determined by an officer of CPR.
10. Further Statements (ICANN Rule 12)
CPR will convey to the Panel any submission that it receives from any party prior to the Panel's decision, so long as such submission: (a) is received by CPR in both hard copy and electronic form (except to the extent not available for annexes) as provided in ICANN Rules 3(b) and 5(b); and (b) is accompanied by a declaration that it has been served upon the adverse party in the manner set forth in ICANN Rule 2(b). CPR will not review such submission(s) for form or content, and instead will defer to the Panel the decision whether, and to what extent, such post-Response submission(s) will be accepted and considered. 11. Panel Decisions (ICANN Rule 15)
Panel decisions and dissenting decisions shall be of such length as each Panel may determine.
12.Communication of Decision to Parties (ICANN Rule 16)
CPR shall communicate the full text of a decision to each Party within the time period set forth in ICANN Rule 16. Panel decisions shall be posted on CPR's web site,
13. Fees (ICANN Rule 19)
The following schedule of fees (in U.S. dollars) shall apply to documentary hearings of any complaint administered by CPR before a single Panelist pursuant to the Rules and these Supplemental Rules:
1-2 Domain Names $2000 ($1000 to Panelist, plus $1000 to CPR)
3-5 Domain Names $2500 ($1500 to Panelist, plus $1000 to CPR)
More than 6 Domain Names (Panelist fee to be decided in consultation with CPR, plus $1000 to CPR)
The following schedule of fees shall apply to documentary hearings of any complaint administered by CPR before a Three-Person Panel pursuant to the Rules and these Supplemental Rules:
1-2 Domain Names $4500 ($1000 to each Panelist, plus $1500 to CPR)
3-5 Domain Names $6000 ($1500 to Panelist, plus $1500 to CPR)
More than 6 Domain Names (Panelist fee to be decided in consultation with CPR, plus $1500 to CPR)
The fees to be applied to an in-person hearing shall be decided in consultation with the Parties, the Panelists and CPR.

In the event of abandonment, withdrawal, or other termination of a proceeding prior to the appointment of a Panel, CPR shall refund fees to the Parties submitting them, except that it shall reserve an administrative processing fee of $750. No part of any fee shall be refunded after appointment of a Panel pursuant to Rule 6 of the Rules.
14. Exclusion of Liability (ICANN Rule 20)
Except in respect of deliberate wrongdoing, neither any member of a Panel nor CPR shall be liable to a Party, a Registrar or ICANN for any act or omission in connection with any administrative proceeding.
15. Amendments (ICANN Rule 21)
These Supplemental Rules may be amended by CPR at any time at its sole discretion. The version of these Supplemental Rules in effect at the time of a Party's submission of a Complaint shall govern proceedings with respect to that Complaint.
